6 The Glenvill~ Democrat/Palhfinder lanuary 1. 1976 Appalachian Development Act extended four years The Congress has adopted the conference report of the Senate and House conferees on H.R. 4073. calling JfAor a four year extension of the ppalachian Regional Development* Act and expanded authorization for the Title V Commissions and has sent this legislation to the White House for Presidential action. Senator Howard ilBaker of Tennessee. ranking Repubh- can membe, r of the Senate Public Works Committee, during debate on the conference report said. "'I recommend to my colleagues the conference report on the Regional Development Act of 1975. I hope it will be approved promptly and I strongly urge the President to sign the bill into law." The highway authorization would be increased by $840 million through 1981 and the nonhighway by $640 million through 1979. Within the nonhighwav orogram authorization funds are provided to assist in the demonstration of enterprise development proiects thai are related to the Region's energy resources. Up to $3 million annually may be expended on such proiects. In addition, the nonhighway authoriza- tion allows up to $2.5 million annually for the development and stimulation of the indigenous arts and crafts of the Region. The legislation also allows $9.6 million over for years for the administrative costs of the Commas- sion. Previously. the Commission's housing program was restricted to insured housing programs of HUD. with all site grants and planning loans processed through that department. The conference report also directs the Commission to conduct certain studies and demonstrations in several specific areas: a report and study of the status of Appalachian migrants and the impact which Commission programs have had on out-migration patterns: a study of the physical hazards which are constraints on land use {with strong emphasis on mudslides, landslides, sink holes and subsidence} and the risks associated with these hazards; and to give special attention to demonstrations and other activities for the improvement of rural transportation in the Region.
