Counties and cities to receive tax refund State Treasurer Ronald G. Pearson said today that he is preparing to distribute the city anti county coal B & O tax receipts to all West Virginia cities and counties. The upcoming distribution will represent the 25% share of those additional tax funds being collected under an increase in the Business and Occupation Tax on Coal enacted during the 1975 Legislative Session. Up to this time, legislative authority existed only to distribute the 75/0 of those collections which go to the coal producing counties. Pears,n said that h,,gislation recently enacted provides for ttm distributien of the remaining 25"/,, of the tax collections to all counties and municipalities within the State on the basis of population figures compiled in the 1970 Federal Census. Funds are to be distributed by the Treasurer on the basis of each county's proportionate share of the total State population. Municipalities within each county will share in that county's funds on the basis of their proportionate share of the total county population. Pearson indicated that the difficulties centered on the problem of the overlapping of some cities between two counties and also the creation of new municipalities since the 1970 Census. Pearson added. however, that most of these difficulties had been overcome and should not delay the distribution. All counties and ,ities will be advised of the figures to be used for distribution and given a chance to comment prior to the distribution being made. Pearson announced that the total distribution would be in excess of $1.2 Million. representing six months worth of tax collections. He added that. normally, the funds will be distributed on a quarterly basis. This first distribution will eccompas two quarterly periods since funds had been accumulating prior to the enactment of the legislation.
