Mesopotamia. King Nebuchadnezzar. Ishtar. The Tigris. The Euphrates. How many children, in haw many classrooms over how many centuries have been dazzled by those exotic and mysterious names? I certainly was as a school boy in the coal fields of Southern West Vir- ginia. I didn't know it then, but these far away places and people with such strange sounding names would some- day be a part of all our lives because they were located in a part of the world that today we call Iraq. I also never dreamed back then that I wouldone day actually see the Ishtar Gate and the old walls of the ancient city of-Babylon. The Ishtar Gate and some of the walls of Babylon are on exhibit in the Pergmon Museum in Berlin. After King Nebuchadnezzar conquered Israel in 586 B.C. he brought the Jews through this famous gate into exile in Babylon. Nor did I imagine that I would one day have a friend who is an Iraqi lawyer, a Mus- lim, a Kurd, and who grew up be- tween the Tigris and Euphrates Riv- ers. Small word, indeed! My friend, Dr. Mohammed lhsan, human rights minister for the Kurdish Regional Government in northern Iraq, is only 37 years old. He has, however, experienced tragedy to last several lifetimes. This gentle and articulate man, who earned his Ph.D. from the University of London and is now drafting Iraq's bill of rights, knows firsthand the ter- ror of Saddam Hussein's regime. INTERSECTION OF MINERALROAD AND SYCAMORE Roaos, GLENVILLE. When he was 15 years old, he pro- tested the government and was im- prisoned for 96 days. He was tortured in prison. For more than the past year, he has documented at least 276 mass graves holding the remains of thousands of people. He is featured prominently in the documentary Mass Graves pro- duced by USAID. Few people are more knowledgeable about the ex- tent of Saddam Hussein's human rights abuses. I was privileged to meet Dr, Ihsan during his recent visit to Charleston and to the West Virginia Supreme Court. Dr. Ihsan's'Visit was part of a tour of the United States to thank Americans for sending their sons and daughters to Iraq and to. study our legal system and other issues related to Iraq's rebuilding efforts. One of the most important steps to successfully rebuild Iraq is to reform and build its legal system. Discussing and comparing legal systems with Dr. Ihsan was very in- teresting indeed. The contrast in American and Iraqi approaches to criminal law and punishment is fasci- nating. The best method to select judges was also a hot topic. He did say that very likely some former judges under the prior regime will be restored to the bench out of necessity. We also spoke about how Iraqis will soon be protected by a bill of rights, as we are in the United States. A draft of Iraq's new bill of rights has 30 detailed rights, including freedom of association, religion, privacy, citi- zenship, political rights, education and housing. Dr. Ihsan told me that the creation of a bill of rights is only the first step. Iraqis must be convinced that the bill of rights will protect them and they can assert their rights in Iraq's legal system without fear or favor. Iraq's lawyers and judges will need to work hard to gain the people's trust. Imag- ine how difficult it would be for us to trust a system that claims to protect our rights, if we were never taught that we had rights. Speaking with Dr. Ihsan, I told him I thought Iraq is a dangerous place and I expressed concern about him risking his life every day as he serves a highly visible role in helping Iraq create new courts and a democratic system. He assured me that his struggles are worth it because things are slowly changing for the better. He told me that the creation of a fair judicial system that protects basic hu- man rights is key to Iraq's success and a better future for all Iraqis. The Intemet has allowed us to stay in touch and continue our discussions and we have become fast friends. It is truly amazing how much lawyers all around the world have in common. Dr. Ihsan says we should be so grate- ful that we live in a country with a truly fair judicial system. He's right. Dr. Ihsan came to learn from us, but I learned much more 'from him.
