The filing includes proposed rate changes for all classes of customers in West Virginia. Donald E. Hollen, executive vice president and general manager of the company, pointed out that the company must continue to spend large amounts of money, most of it borrowed, to build the facilities needed to meet customers' increasing demands for electricity. "Without sufficient revenues," HoUen said, "We simply will not be able to accomplish the necessary financing on a practical and economic basis." The company has requested that the proposed rates be permitted to become effective December 30, 1976 subject to approval by the Commission. A workhorse of space, the reusable shuttle will begin roundtrips betwzen earth and space in 1979. By 1984 NASA hopes to schedule as many as 60 shuttle trips a year. Initially the craft will carry small research labs into earth orbit, but where it goes from there is anyone's guess. Later the shuttle and similiar spacecraft will be used to build huge stations in the sky. Factories on these bases will turn out presicion crystals for the electronics industries. Medical labs will produce purer vaccines and better enzymes for doctors on earth. "Certainly, commercial opera- tions at levels of hundreds of millions of dollars per year can be anitcipated over the next two decades," says Mr. Disher. Test Proves Point In a test, pictures and data from a NASA soundin$ rocket have reinforced the belief that better materials can be produced in space than on earth because of the lack of gravity. Complex new communications systems will enable workers in the sky to keep in touch with their colleagues on the ground. In fact, a new generation of satellites may revolu- tionize communications on the ground as well. A NASA-Aerospace Corporation study envisions $10 wrist radios that would enable users on the ground to talk to each other via satellite and even make long-distance calls. Solar power will aid in expanding communications and manufacturing facilities in space. Before the turn of the century, the first orbiting energy station may be in operation. Mirrors or solar cells will concentrate solar heat to drive turbogenerators and produce electricity. Converted to microwaves, the energy will be beamed to earth and reconverted to electricity. All these things look imminent because of the shuttle, which can haul payloads such as satellites weighing up to 65,000 pounds into space and then repair and maintain them if necessary.
